Track cleats are a type of barrier used where only slow travel is permitted and there is no room for a buffer stop. They are mainly used in engine sheds, but sometimes also on open tracks at marshalling yards. The models can be pressed onto the track without glue, but if you actually want to brake a locomotive, we recommend gluing with superglue.
