The 400 series was introduced in 1990 as a vehicle for the Yamagata Shinkansen.
Because the Yamagata Shinkansen operates on new lines that connect the Shinkansen with conventional lines, the 400 series has a shorter body length and a smaller cross-section than conventional Shinkansen vehicles.
In order to connect to Shinkansen vehicles such as the 200 series when traveling on the Tohoku Shinkansen section, the Type 411 was equipped with a retractable coupler at the front.
When it was first launched, it was a six-car train, but in 1995, 429 types were added to increase the transport capacity, making it a seven-car train.
From around 1999, the paintwork was gradually adapted to the E3 Series 1000 released with the Shinjo expansion, with the paintwork from the time of its introduction in 2001 disappearing.
